Housing Assistance Grants and Programs
Jefferson County housing assistance programs are administered by individual third-party contractors. The programs are listed below and contact information for each is at the end of their description.

Homebuyer Purchase Assistance and Home Rehabilitation - SHIP Program

The State Housing Initiatives Partnership (SHIP) program is a state-provided grant to assist residents of Jefferson County is obtaining affordable housing. This program is a result of the passing of the Sadowski Affordable Housing Act which was signed into law on July 7, 1992. The law created a permanent source of funding through the use of documentary stamp revenue. SHIP funds are available only to households that qualify according to state-established guidelines for extremely low-, very low-, low-, and moderate- income levels.

Jefferson County utilizes SHIP funds to administer and provide funding: (1) for qualified first-time homebuyers for down payment, closing costs, and principal reduction of a new or existing home purchase; (2) for repairs or improvements to qualified owner-occupied single-family homes that require compliance with minimum HUD Housing Quality Standards and local building codes needed for safe and sanitary living conditions; and (3) for replacement of mobile homes that are more than 51% structurally unsound as determined by a certified Housing Rehabilitation Specialist or Building Inspector.

Jefferson County CDBG Housing Program

The Florida Small Cities Community Development Block Grant (CDBG) Program provides grants to non-entitlement cities with populations less than 50,000 persons that have not accepted special entitlement status and have not opted to joiand counties with populations less than 200,000 persons to improve local housing, streets, utilities, and public facilities. The program is administered under four grant categories:

  • Commercial revitalization
  • Economic development
  • Housing Rehabilitation
  • Neighborhood Revita;ization

Eligible Activities/Beneficiaries: To be eligible for funding, an activity must meet at least one of the following National Objectives:

  • Benefit to Low and Moderate Income Persons: at least 52% of the beneficiaries but be low and moderate income persoms ( total household income is at or below 80% of the area's median income
  • Elimination of Slum and Blight: eliminate conditions of slum or blight as defined by state law and identified by the unit of local government on a spont or area basis
  • Address an Urgent Need - the activity must alleviate a condition that poses a serious and immediate threat to those living in the area. The condition must have occurred within 18 months of application. The unit of local government must demonstrate that it is unable to finance the activity on its own and that other funding is not available.

Rental Assistance Program
The Jefferson County Section 8 Rental Assistance Program administers the Certificate or Rental Voucher Program, which pays a portion of housing rental fees for low-income families. The Housing Authority (HA) enters into contractual relationships with three parties: U.S. Housing and Urban Development (HUD), the property owner, and the tenant.

The Housing Authority has four broad areas of responsibility.

  • Certifies and recertifies tenants
  • Approves housing quality standards and leases
  • Issues Housing Assistance Payments to owner
  • Monitors program performance and compliance with Federal, State and local rules
     

Public Housing Authorities (PHAs) now have the authority to deny occupancy to applicants on the basis of illegal drug-related activities and alcohol abuse, and to evict residents who are involved with such activities. It is important to note that an arrest or conviction is not necessary to trigger eviction. Residents on the lease are responsible for conduct of the entire household.

The new One-Strike drug policy authorizes PHAs to gain access to criminal records through the National Criminal Information Center (NCIC) database, which is managed by the U.S. Department of Justice (DOJ).

Energy Efficiency and Wind Resistance Improvements - PACE
Property Assessed Clean Energy (PACE) is a program that offers financing to commercial, industrial, residential and multi-family property owners. This financing may solely be used to fund improvements that strengthen their businesses and homes against wind-borne damage, reduce energy consumption and create renewable energy onsite. Unlike a traditional loan, the financing is repaid through an assessment on their property tax bill as a "non-ad valorem" or "special" assessment. 

This special assessment is different than your typical municipal assessments for lighting districts or re-curbing. In this case, once the improvement is made, the property owner immediately begins putting cash back in their pocket through energy savings, or property insurance premium reductions. The Florida PACE Funding Agency’s program is entirely voluntary and is available only in subscribing counties and municipalities.

  • Refuse to make certain modifications or accommodations for persons with a mental or physical disability, including persons recovering from alcohol and substance abuse, and HIV/AIDS-related illnesses
  • Fail to design and construct housing in an accessible manner
  • Harass, coerce, intimidate, or interfere with anyone exercising or assisting, someone else with their fair housing rights
